FRAMEWORK

The University, in its transformation, now more than ever, has as its mission to fulfill the fundamental task of incorporating scientific and technological developments to all countries of the world. Additionally the University wants to assure its universal spirit, that consists of being open to the contemporary world and still maintaining its function of harmonizing the reality that it is marked by great differences such as cultural ones. This new political and social situation, typical of the information society in which we live is a challenge for the University. The University’s innovative undertakeing itself is building a framework that will allow it to act with a new professional perspective to answer current and universal questions faced by government and society in general.

 

Scientific education, in addition to technical and professional educations, must connect general knowledge with specific knowledge. Meaning: to address great problems (on individual, regional, national and international planes) and particular situations, in order to develop, research, teach and technical application with a high level of understanding. Due to this, it’s  important to educate people who will universally develop their science and technical abilities rather than with a unilateral perspective. It is then necessary to consider technology as a functional instrument in the community development process, in which the primary necessities, laws and freedom, are the backbone for projects and serve as the essential tools for a better education.

 

We recall Emmanuel Kant’s words, in his book: For the Perpetual Peace, “It’s necessary to have a constitution that guarantees the greater human freedom with laws that allow individual freedom to coexist with the freedom of the others (…) Only a civil society that defends the universal rights can guarantee peace.”

 

Kant’s idea is up-to-date when society altogether: becomes aware; gets interested; participates; establishes limits; and suggests different perspectives for government, where the state will become modern; effective; incisive; and be able to administrate justice. The University’s challenge is to provide a center for debate where, through education, these principles can be realized.

 

In this context, the creation of the “Instituto Internacional de Estudio y Formación sobre Gobierno y Sociedad” (IIEFGS) (International Institute of Studies and Education on Government and Society), achieves an important meaning since its fundamental objective is to study the bonds between society and government, in light of the most recent theories where the information society is the background.

 

Thus, we will particularly concentrate on the influence of the new technologies related to our subject. We will also focus on education from a universal perspective of reaching solutions devoted to society, particularly those present in Latin American. It’s necessary to establish internationally suitable standards in order to not only eliminate bureaucracies that slow down the development, but also in order to guarantee the free circulation of ideas; people; goods and services.

 

The main topic of the Institute will be to achieve a project with multiple objectives: to complete, with distinction, our intellectual duty and grant moral teaching in the new context of the information society and to propel the results that benefit societies nationally and internationally to become more free. Despite the new conditions in which we find ourselves acting as members of the global community, we can still maintain our national interests. In this way, we’ll achieve a less bureaucratic government that will more likely represent the citizens’ needs.
